Community Living
We need to start energy efficient communities that have the right skill mix to deal with their own problems. A local network of local tradesmen reducing travel time and energy use which with electric vehicles on the horizon is going to effect power companies.
It would be great to create a directory on line of local Community Business's that I can recommend to my neighbour. It would also be good for business's if for instance there is no electrician within 10km for a home maybe this is a business opportunity?
The concept exists for car-pooling on line why not tradesmen pooling - an online service could provide the option of scheduling a tradesmen and in doing so reduces the mileage charged.
The same concept can be extended to food delivery etc cheaper/fresher/low food miles etc

I like you idea, there should be even the possiblity to add feedback about the tradesperson.
A while back I read the book "Ecotopia" from Ernest Callenbach. It was written in the 1970s and was so much forward thinking about living and working locally.
